
Overview
The Universal Access Plan 2023-2025 has been formulated to bridge the digital divide in an effort to improve the social fabric and enhance economic development. With the Government assistance in funding the roll out of the Mobile network to the rest of the islands, as a first mile solution, CCK provides a complimentary service through the Universal Access Fund to improve the connectivity and close the ICT gaps to the rural communities where it is not feasible to commission a mobile network as well as to the Island Councils where dedicated data network is required instead of mobile data.
In the beginning of 2023, CCK in consultation with the Universal Access Advisory Committee (UAAC), conducted consultations with the Councils, Churches, Communities and Schools. The islands targeted in the consultations are those with poor mobile data coverage and connectivity. The outcome of these consultations strongly indicates that there is a great need to improve ICT coverage and connectivity.
Objectives
Schools & Adjacent Communities
Improving ICT coverage and connectivity to the schools and adjacent communities. This involves capitalizing on schools' power sources and building spaces, extending ICT connectivity to adjacent communities at affordable prices.
Remote Communities
Improving ICT coverage and connectivity to remote communities where it is not feasible for the roll-out of the mobile 3G network such as the islets and those outside the mobile 3G coverage.
Dedicated Data Links
Improving dedicated data links to schools, communities, and island councils, based on their specific requirements for direct data connection rather than mobile data networks.
Radio Links
Connecting communities through radio links where required. This category targets customers who prefer VHF/HF radio links to satisfy their specific communications needs based on their expertise and competencies.
