Overview
An Individual License authorizes the ownership or operation of specified communications networks and the provision of communications services in Kiribati. These licenses may be issued for up to 20 years and can be renewed.
Eligibility
To apply for an Individual License, you must be:
- A company incorporated under the Companies Ordinance of Kiribati, or a foreign company registered in Kiribati
- A society registered under the Cooperative Societies Ordinance
- A natural person over the age of 18
- A Kiribati government agency or statutory body
Application Process
1. Preparation
- Review eligibility requirements and license terms and conditions
- Prepare required documentation, including:
- Business plan
- Technical plans/network design
- Financial statements
- Management team qualifications
- Organizational structure
2. Application Submission
- Download the application form from the CCK website
- Complete all required fields
- Attach all necessary supporting documents
- Include a valid email and phone contact for communications
- Submit your application to CCK via [method of submission]
3. Fee Payment
- Pay the non-refundable application fee
- Applications are only processed after payment is received

4. Evaluation Process
The Commission evaluates applications on a case-by-case basis, considering:
- Organizational structure and management team qualifications
- Financial strength
- Business plan viability
- Technical plans and implementation capability
CCK may request additional information or clarification during this process.
5. Decision Timeline
- The Commission will approve or reject an application within 45 days of receiving the completed application
- If approved, the license will be issued within 30 days
- If rejected, the Commission will provide detailed reasons
License Conditions
- Licensees must comply with general license terms and conditions in Schedule 4 of the Communications Act
- The Commission may impose special terms and conditions for specific service types
- Licensees providing services to Outer Islands may be eligible for subsidies through the Universal Access Fund

Apparatus License Fees
Aeronautical
- Aeronautical Base Station: $50 application fee, $200 annual fee
- Aeronautical Mobile Station: $50 application fee, $100 annual fee
- Aeronautical Radio navigation: $50 application fee, $200 annual fee
- Aircraft Station Passenger: $50 application fee, $200/aircraft annual fee
- Aircraft non passenger: $50 application fee, $150/aircraft annual fee
Amateur
- Novice: $10 application fee, $40 annual fee
- Full Amateur: $50 application fee, $100 annual fee
- Amateur Group 2-5: $50 application fee, $200 annual fee
- Amateur Group 6 or more: $50 application fee, $400 annual fee
- Amateur Beacon or repeater: $50 application fee, $100 annual fee
Broadcast Radio
- Studio to Transmitter link for Radio: $200 annual fee
- FM Repeater: $50 application fee, $100 annual fee
- Radio FM Station less than 500 watts: $50 application fee, $500 annual fee
- Radio FM Station 500 watts or above: $50 application fee, $1000 annual fee
- Radio AM Station: $50 application fee, $1000 annual fee
Broadcast TV Fees
- Studio to Transmitter link for TV: $200 annual fee
- TV Repeater: $50 application fee, $100 annual fee
- TV Station 1 kw or more: $50 application fee, $1000 annual fee
Fixed Services Fees
- HF/VHF/UHF Base Station: $50 application fee, $200 annual fee
Land/Marine Mobile Fees
- Land/Marine mobile station (HF/VHF/UHF): $50 application fee, $100 annual fee
- VHF land/Marine Mobile Station—Fishing Use only: $100 annual fee
- Tourist Land Mobile station (1 Base, 1-5 handhelds): $50 application fee, $500 annual fee
- Tourist Land mobile Station (1-3 base, up to 10 handhelds): $50 application fee, $800 annual fee
- Tourist Land Mobile Station (Unlimited bases, 11 or more handhelds): $50 application fee, $1200 annual fee
- VHF/UHF Repeater: $50 application fee, $100 annual fee
Satellite Service Fees
- Downrange earth Station: $250 application fee, $5000 annual fee
- Receive only earth Station (not applicable to residential TVRO installations): $250 application fee, $2500 annual fee
- Satellite dish equal or less than 2 meters: $50 application fee, $250 annual fee
- Satellite dish greater than 2 meters up to 8 meters: $50 application fee, $4000 annual fee
- Satellite dish larger than 8 meters: $50 application fee, $5000 annual fee
- Outer island based Commercial, Hotel, Religious, Community Installations regardless of dish size: $50 application fee, $250 annual fee
- Educational Institutions and Council Outer Island regardless of dish size: $50 application fee, $250 annual fee
- Hotels in Urban area regardless of dish size: $50 application fee, $500 annual fee
- Starlink (Commercial - Business): $200 annual fee
- Starlink (Commercial - Residential): $100 annual fee
- Starlink (non-commercial): $50 annual fee
- Mobile Satellite earth Station: $200 application fee, $3000 annual fee
- INMARSAT Station (LMES): $150 application fee, $300 annual fee
- Metrological Aids Station (SM): $50 application fee, $100 annual fee
- Satellite mobile handheld iridium system: $50 application fee, $100 annual fee
Ship Station Fees
- Maritime Radio navigation / location: $50 application fee, $50 annual fee
- Class B (Lagoon Voyage): $50 application fee, $150 annual fee
- Class C (Near Coastal): $50 application fee, $300 annual fee
- Class D (Foreign Going): $50 application fee, $500 annual fee
- Coastal Station: $50 application fee, $400 annual fee
