Overview
Under the Communications Act 2013, the Communications Commission of Kiribati (CCK) regulates all communications networks and services within Kiribati. This page provides basic information about licensing requirements and options.
Licensing Requirements
Anyone wishing to own or operate communications networks or provide communications services in Kiribati must obtain the appropriate license from CCK. The Commission is authorized to create and enforce Licensing Communications Rules covering all aspects of the licensing process.
License Types Available
The Commission offers two main types of licenses:
Individual License
For network operators and service providers who need to:
- Own or operate communications infrastructure
- Provide associated services
- Require customized license terms

General Eligibility
The following entities are eligible to apply for licenses:
- Companies incorporated/registered under the Companies Ordinance of Kiribati
- Registered societies under the Cooperative Societies Ordinance
- Natural persons over 18 years of age
- Kiribati government agencies or statutory bodies
