The objective of these rules is to address the key components of the universal access scheme in Kiribati including the 1. operation and administration of the Universal Access Fund; 2) development of a Universal Access Plan and its project plans; 3) procedures for competitive tendering and other methods for receiving support under the Fund; 4) procedures for processing claims for payment under the Fund.
The objective of these rules is to provide a clear framework under which the Commission shall apply and enforce the provisions of the Act insofar as they apply to the Commission’s role in the regulation of access to and the sharing of communications facilities, the interconnection of the communications networks and reference offers.
The rule regulates the protection of consumers through the approval of a licensee’s terms and conditions of service, including the price for a service. These rules, except where indicated otherwise, are applicable to all licensees who hold an individual licence for the provision of communications networks and services.
These Regulations shall be applicable to all licensees which have been issued an individual licence or class licence by the Commission in accordance with the Communications Act and any rules or regulations issued by the Commission pursuant to the Act
The rule specifies technical standards for the customer equipmentpermitted to be attached to licensed communications networks and prohibit persons from selling, or offering for sale, and/or attaching equipment to a communications network that does not meet these standards.
